PC Won't Turn On or post but USB Ports Have Power

Im having a problem where I am switching my PCs on using a switch or bridging the power switch pins and the cPU fan will spin for a second and the PSU fan WILL ALSO. However they will stop spinning after roughly a second. I also do not receive any beeps from the motherboard 2 pin speaker. However although this is happening the USB ports are still lighting up the mouse connected. and Ethernet port is lighting up. I'm not sure what the problem?

Any idea?
